Don't understand these copyright rules (publicly available portrait)

I'm not a hard core insider of Wikipedia. Therefore: Who can tell me what I should have done instead? An image has just been removed with the followinging information: ___ Zusammenfassung des Bearbeiters: Portrait-Michael-Köpfli-1024x1024.jpg entfernt, auf Commons von Jcb gelöscht. Grund: No license since 8 October 2017 ____

However, the owner of the image had written the following:

   I uploaded an image from http://www.michaelkoepfli.ch/ on https://de.wikipedia.org/wiki/Michael_K%C3%B6pfli
   The image is, according to your website free available for non-commercial uses. However I received the notice below from Wikipedia user JuTa. The information on copyright given seems not to be precise enough. Furthermore, according to https://commons.wikimedia.org/wiki/Commons:First_steps/License_selection "non-free licenses (like grants for non-commercial usage) are not allowed at Wikimedia Commons" :-(.

   Therefore, if you agree with commercial usage, I kindly ask you to send the following confirmation email to permissions-commons@wikimedia.org.
