Der Artikel ist zwar kurz, aber m. E. nach trotzdem missverständlich: Die ICISS schlägt nicht vor, sich vom Konzept der humanitären Intervention zu verabschieden, sondern will dieses gerade in Form der R2P völkerrechtlich präzisieren und die Frage klären, wann humanitären Intervention zulässig sind. Die ICISS wurde mit der Erörterung der Frage beauftragt, „when, if ever, it is appropriate for states to take coercive – and in particular military – action, against another state for the purpose of protecting people at risk in that other state.“ (vgl.: International Commission on Intervention and State Sovereignty (ICISS), The Responsibility to Protect, International Development Research Centre, Ottawa, 2001, S.
