Sorry I do not understand Deutsch, hence I reply it in English.

Because in the Sub-prefecture (支庁) has reorganize to new organization (振興局). However, in Japanese Wikipedia, they built new article for new organization and kept original article for old organization, and in old article the inter-wiki still link to all language Wikipedia article.

In Chinese Wikipedia, we just move old sup-prefecture article (支庁) to new name (振興局) because it just reorganization. Hence, it is not suite to like to older Sub-prefecture article in Japanese Wikipedia. And if we do not remove all inter-wiki, the bot would be confuse and add error inter-wiki in Chinese Wikipedia and Japanese Wikipedia.
